Undeterred Phone Use

They have not.

Most of the Pacific states, including Arizona and Nevada, along with most of the New England states, including Maryland and Delaware, have a complete ban against phone use while driving, applicable to all drivers, regardless of age. But speaking to local officers in Florida, one may find that a partial ban has few teeth, in terms of actual law enforcement.

Bloomberg News had this to say:

The company says distracted driving appears to have leveled out in the past year, most likely because of a rash of new laws and a public push for pending proposals. Massachusetts signed a bill last month that bans drivers from holding phones, and similar laws took effect in Maine and Florida earlier this year.
